East Leeds Orbital Route

The East Leeds Orbital Route (ELOR) is a key part of the East Leeds Extension, to create a major strategic growth area for the city, and Matthews Construction Consultants are delighted to have been able to support Leeds City Council from the outset of the project, throughout its feasibility, design, and now construction.

Matthews Construction Consultants provided NEC site supervision, contract and cost management, and forensic programming support to Leeds City Council.

Phase 1

The A6120 Outer Ring Road is a main strategic route for Leeds. The completed improvements at A6120/Roundhay Park Lane and A6120/A61 Harrogate Road junctions include new signalling which enhance access and safety for cyclists and pedestrians.

There is also better regulated traffic movement and increased junction capacity.

Phase 2

This phase comprised of a professional services contract to develop the final business case design and involved consultations with local communities. Completion of the detailed design allowed engagement with the supply chain based on a robust set of documents which in turn allowed the successful negotiation of a target cost for the main works leading into the delivery Phase 3.

Phase 3

Building the new 7km route linking the existing Orbital Ring Road at Red Hall to Thorpe Park Junction 46 of the M1. It includes a new 50mph carriageway with pedestrian, equestrian and cycling infrastructure. The project includes six major roundabouts, four footbridges and two underpasses.

The development supports the East Leeds Extension which includes new housing and employment land.
